Form 2210 for a couple that was married in 2017, divorced 2018 and she if filing HOH. Is the 2210 suppose to be split in half using 2017 AGI and Tax?

No, not by 50/50 but by a ratio of (1) her 2017 liability based on HoH over (2) total of what both spouses' 2017 liabilities would have been if they had filed using the filing statuses for 2018.
